Non-competitive to Competitive Titles

A non-competitive division title is a position/title which is not subject to the NJ Department of Personnel examination process. Examples of these titles are Clerk Typist, Senior Building Maintenance Worker, Grounds worker, Security Officer and Program Assistant, Administrative Services.

A competitive division title is a position/title that must be filled following the NJ Department of Personnel rules and regulations which includes the State examination process. Senior Clerk Typist, Customer Service Representative and Plumber & Steam fitter are examples of competitive division titles.

In most instances, advancement from a non-competitive to competitive title is accomplished through the State open competitive examination process. Visit http://www.state.nj.us/personnel/jobs/overview.htm for additional information.

However, there are a limited number of non-competitive titles that the NJ Department of Personnel has approved for elevation, via the promotional examination process, to a related entry level title within the competitive division.
